Cant find actor properties box!

This is actually for a friend, but when he double clicks something like a weapon or a static mesh the actor properties box thing doesn't come up. We even tried re installing. Can someone please help?

select the thing you want to view the actor properties from, use right mouse click and select the "actor properties" option high up in the list.
lol i even didn't know anymore you could open it by doubleclicking.

no I mean even doing that the box doesn't come up
