www.softimage.com (http://www.softimage.com) free (download the modtool. It has a UED Plugin)
www.wings3d.com (http://www.wings3d.com) free (really nice SubSurface modeller. Great UV-Unwrapper. You will be pleased ;))

Or you could DL the UT2003 demo and copy the static meshes from that!
(they export seamlessley!)
